An Inlined library is a dylib that is reexported from an umbrella or
top-level library. When this is encoded in tbd files, ensure we are
reading the symbol table from the inlined library when
`--add-inlinedinfo` is used as opposed to the top-level lib.

ErrorAsOutParameter's Error* constructor supports cases where an Error might not
be passed in (because in the calling context it's known that this call won't
fail). Most clients always have an Error present however, and for them an Error&amp;
overload is more convenient.

This patch is based on clang-tidy's modernize-make-unique but limited
to those cases where type names are mentioned twice like
std::unique_ptr&lt;Type&gt;(new Type()), which is a bit mouthful.</content>

TextAPI/ELF has moved out into InterfaceStubs, so theres no longer a
need to seperate out TextAPI between formats.

Summary:
This completes the needed glueing to support reading tbd files from nm.
This includes specifying which slice filtering with `--arch` and a new
option specifically for tbd files `--add-inlinedinfo` which will show
the reexported libraries that are appended in the tbd file.
