We weren't taking account of the space we require in the stubs for
things that are dllimported, and as a result we could hit the assertion
failure for running out of stub space. Fix that.

Also add a couple of `override` specifiers that were missing last time
(#102586).

Looks like I missed an `override` (maybe that warning was enabled recently?). Will revert and fix.

This patch replaces uses of StringRef::{starts,ends}with with
StringRef::{starts,ends}_with for consistency with
std::{string,string_view}::{starts,ends}_with in C++20.

I'm planning to deprecate and eventually remove
StringRef::{starts,ends}with.</content>

I also ran `git clang-format` to get the headers in the right order for
the new location, which has changed the order of other headers in two
files.

<title>[Object] Change ObjectFile::getSymbolValue() return type to Expected&lt;uint64_t&gt;</title>

Summary:
In D77860, we have changed `getSymbolFlags()` return type to `Expected&lt;uint32_t&gt;`.
This change helps bubble the error further up the stack.

<title>[RuntimeDyld][COFF] Build stubs for COFF dllimport symbols.</title>

<id>337e131ca7de48072def7729df69434c37a66eb7</id>

Summary:
Enables JIT-linking by RuntimeDyld of COFF objects that contain references to
dllimport symbols. This is done by recognizing symbols that start with the
reserved "__imp_" prefix and building a pointer entry to the target symbol in
the stubs area of the section. References to the "__imp_" symbol are updated to
point to this pointer.

Work in progress: The generic code is in place, but only RuntimeDyldCOFFX86_64
and RuntimeDyldCOFFI386 have been updated to look for and update references to
dllimport symbols.
