<title>Move from llvm::makeArrayRef to ArrayRef deduction guides - llvm/ part</title>

Use deduction guides instead of helper functions.

The only non-automatic changes have been:

1. ArrayRef(some_uint8_pointer, 0) needs to be changed into ArrayRef(some_uint8_pointer, (size_t)0) to avoid an ambiguous call with ArrayRef((uint8_t*), (uint8_t*))
2. CVSymbol sym(makeArrayRef(symStorage)); needed to be rewritten as CVSymbol sym{ArrayRef(symStorage)}; otherwise the compiler is confused and thinks we have a (bad) function prototype. There was a few similar situation across the codebase.
3. ADL doesn't seem to work the same for deduction-guides and functions, so at some point the llvm namespace must be explicitly stated.
4. The "reference mode" of makeArrayRef(ArrayRef&lt;T&gt; &amp;) that acts as no-op is not supported (a constructor cannot achieve that).

Per reviewers' comment, some useless makeArrayRef have been removed in the process.

This is a follow-up to https://reviews.llvm.org/D140896 that introduced
the deduction guides.

to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

NFC, this just renames some methods to better express what they
do, and also adds a few helper methods to add some symmetry to the
API in a few places (for example there was a getStringFromId but not
a getIdFromString method in the string table).

This is still failing on a different bot this time due to some
issue related to hashing absolute paths. Reverting until I can
figure it out.

The issue causing this to fail in certain configurations
should be fixed.

It was due to the fact that DIA apparently expects there to be
a null string at ID 1 in the string table. I'm not sure why this
is important but it seems to make a difference, so set it.

Natvis is a debug language supported by Visual Studio for
specifying custom visualizers. The /NATVIS option is an
undocumented link.exe flag which will take a .natvis file
and "inject" it into the PDB. This way, you can ship the
debug visualizers for a program along with the PDB, which
is very useful for postmortem debugging.

This is implemented by adding a new "named stream" to the
PDB with a special name of /src/files/&lt;natvis file name&gt;
and simply copying the contents of the xml into this file.

Additionally, we need to emit a single stream named
/src/headerblock which contains a hash table of embedded
files to records describing them.

This patch adds this functionality, including the /NATVIS
option to lld-link.

Previously extractors tried to be stateless with any additional
context information needed in order to parse items being passed
in via the extraction method. This led to quite cumbersome
implementation challenges and awkwardness of use. This patch
brings back support for stateful extractors, making the
implementation and usage simpler.
