MCExpr::print has an optional MCAsmInfo argument, which is error-prone
when omitted. MCExpr::print and the convenience helper operator<< are
discouraged to use. Switch to MCAsmInfo::printExpr instead. Use the
target-specific MCAsmInfo if available.

[nfc][llvm] Replace pointer cast functions in PointerUnion by llvm casting functions.

This patch replaces the uses of PointerUnion.is function by llvm::isa,
PointerUnion.get function by llvm::cast, and PointerUnion.dyn_cast by
llvm::dyn_cast_if_present. This is according to the FIXME in
the definition of the class PointerUnion.

This patch does not remove them as they are being used in other
subprojects.

[DebugInfo] Handle missed DW_FORM_addrx3 and DW_FORM_strx3 cases

This fixes a few places where the addrx3 and strx3 forms were missed.
Previously this meant if one of these forms appeared somewhere various
errors could occur. This now also adds an extra test case for the addrx3
form (which previously failed).

--build-accelerator [none,DWARF]
                        Build accelerator tables(default: none)
  =none - Do not build accelerators
  =DWARF - Build accelerator tables according to the resulting DWARF version
       DWARFv4: .debug_pubnames and .debug_pubtypes
       DWARFv5: .debug_names

[DebugInfo] Include DW_TAG_skeleton_unit when looking for parent UnitDie

`DIE::getUnitDie` looks up parent DIE until compile unit or type unit is found. However for skeleton CU with debug fission, we would have DW_TAG_skeleton_unit instead of DW_TAG_compile_unit as top level DIE.

This change fixes the look up so we can get DW_TAG_skeleton_unit as UnitDie for skeleton CU.
