When running Bionic's testsuite over llvm-libc, tests broke because
e.g.,

```
const char *str = "abc";
char buf[7]{"111111"};
strlcpy(buf, str, 7);
ASSERT_EQ(buf, {'1', '1', '1', '\0', '\0', '\0', '\0'});
```

On my machine (Debian w/ glibc and clang-16), a `printf` loop over `buf`
gets unrolled into a series of const `printf` at compile-time:
```
printf("%d\n", '1');
printf("%d\n", '1');
printf("%d\n", '1');
printf("%d\n", 0);
printf("%d\n", '1');
printf("%d\n", '1');
printf("%d\n", 0);
```

Seems best to match existing precedent here.</content>

This part of the effort to make all test related pieces into the `test`
directory. This helps is excluding test related pieces in a straight
forward manner if LLVM_INCLUDE_TESTS is OFF. Future patches will also move
the MPFR wrapper and testutils into the 'test' directory.

Generally, size_t is an alias for unsigned long long. In the strlcpy
tests, the return value of strlcpy (a size_t) is compared to an unsigned
long. On Linux unsigned long and unsigned long long are both 64 bits,
but on windows unsigned long is 32 bits. Since the macros require
identical types for both sides, this caused a build failure on windows.
This patch changes the constants to be explicit size_t values.
