A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,

 void func();

becomes

 void func(void);

This is the twelfth batch of tests being updated (the end may be in
sight soon though).

The __isPlatformVersionAtLeast routine is an implementation of `if (@available)` check
that uses the _availability_version_check API on Darwin that's supported on
macOS 10.15, iOS 13, tvOS 13 and watchOS 6.

Differential Revision: https://reviews.llvm.org/D90367

CodeGens uses of @available into calls to the compiler-rt function
__isOSVersionAtLeast.

This commit is part of a feature that I proposed here:
http://lists.llvm.org/pipermail/cfe-dev/2016-July/049851.html
