In D130807 we added the `skipprofile` attribute. This commit

The `noprofile` attribute is used for functions where it is dangerous to add instrumentation to while the `skipprofile` attribute is used to reduce code size or performance overhead. Similar options were added to xray in https://reviews.llvm.org/D87953 and the goal is the same; to reduce instrumented size overhead by spreading the overhead across multiple builds.
