This patch adds -Wno-strict-prototypes to all of the test cases that
use functions without prototypes, but not as the primary concern of the
test. e.g., attributes testing whether they can/cannot be applied to a
function without a prototype, etc.

This is done in preparation for enabling -Wstrict-prototypes by
default.

<title>[test] Add {{.*}} to make tests immune to dso_local/dso_preemptable/(none) differences</title>

For a definition (of most linkage types), dso_local is set for ELF -fno-pic/-fpie
and COFF, but not for Mach-O. This nuance causes unneeded binary format differences.

This patch replaces (function) `define ` with `define{{.*}} `,
(variable/constant/alias) `= ` with `={{.*}} `, or inserts appropriate `{{.*}} `
if there is an explicit linkage.

* Clang will set dso_local for Mach-O, which is currently implied by TargetMachine.cpp. This will make COFF/Mach-O and executable ELF similar.
* Eventually I hope we can make dso_local the textual LLVM IR default (write explicit "dso_preemptable" when applicable) and -fpic ELF will be similar to everything else. This patch helps move toward that goal.

Tests that use -O1, -O2 and -O3 would often produce different results
with the new pass manager which makes these tests fail. Disable new PM
explicitly for these tests.

The peculiarities of C99 create scenario where an LLVM IR function
declaration may need to be replaced with a definition baring a different
type because the prototype and definition are not required to agree.

However, we were not properly deferring this when it occurred.

This fixes PR19280.

Various tests had sprung up over the years which had --check-prefix=ABC on the
RUN line, but "CHECK-ABC:" later on. This happened to work before, but was
strictly incorrect. FileCheck is getting stricter soon though.

Patch by Ron Ofir.
