This reverts commit 81fc3add1e627c23b7270fe2739cdacc09063e54.

This breaks some LLDB tests, e.g.
SymbolFile/DWARF/x86/no_unique_address-with-bitfields.cpp:

lldb: ../llvm-project/clang/lib/AST/Decl.cpp:4604: unsigned int clang::FieldDecl::getBitWidthValue() const: Assertion `isa&lt;ConstantExpr&gt;(getBitWidth())' failed.

Save the bitwidth value as a `ConstantExpr` with the value set. Remove
the `ASTContext` parameter from `getBitWidthValue()`, so the latter
simply returns the value from the `ConstantExpr` instead of
constant-evaluating the bitwidth expression every time it is called.</content>

This PR fix the debug infor generation for RWBuffer types.
- This implements the [same fix as
DXC](https://github.com/microsoft/DirectXShaderCompiler/pull/6296).
- Adds the HLSLAttributedResource debug info generation

In Objective-C, forward declarations are currently represented as:
```
DW_TAG_structure_type
  DW_AT_name                ("Foo")
  DW_AT_declaration         (true)
  DW_AT_APPLE_runtime_class (DW_LANG_ObjC)
```
However, when compiling with `-gmodules`, when a class definition is
turned into a forward declaration within a `DW_TAG_module`, the DIE for
the forward declaration looks as follows:
```
DW_TAG_structure_type
  DW_AT_name                ("Foo")
  DW_AT_declaration         (true)
```

Note the absence of `DW_AT_APPLE_runtime_class`. With recent changes in
LLDB, not being able to differentiate between C++ and Objective-C
forward declarations has become problematic (see attached test-case and
explanation in https://github.com/llvm/llvm-project/pull/119860).</content>

ARM ACLE PR#323[1] adds new modal types for 8-bit floating point
intrinsic.

From the PR#323:
```
ACLE defines the `__mfp8` type, which can be used for the E5M2 and E4M3
8-bit floating-point formats. It is a storage and interchange only type
with no arithmetic operations other than intrinsic calls.
````

The type should be an opaque type and its format in undefined in Clang.
Only defined in the backend by a status/format register, for AArch64 the
FPMR.

This patch is an attempt to the add the mfloat8_t scalar type. It has a
parser and codegen for the new scalar type.

The patch it is lowering to and 8bit unsigned as it has no format. But
maybe we should add another opaque type.
