libstdc++: Specialize _Never_valueless_alt for jthread, stop_token and stop_source

The move constructors for stop_source and stop_token are equivalent to
copying and clearing the raw pointer, as they are wrappers for a
counted-shared state.

For jthread, the move constructor performs a member-wise move of stop_source
and thread. While std::thread could also have a _Never_valueless_alt
specialization due to its inexpensive move (only moving a handle), doing
so now would change the ABI. This patch takes the opportunity to correct
this behavior for jthread, before C++20 API is marked stable.

libstdc++-v3/ChangeLog:

	* include/std/stop_token (__variant::_Never_valueless_alt): Declare.
	(__variant::_Never_valueless_alt<std::stop_token>)
	(__variant::_Never_valueless_alt<std::stop_source>): Define.

This patch add constraint __formatter::__char to _CharT type parameter
of formatter<thread::id, _CharT> specialization, matching the constraint
of formatting of integer/pointers that are used as native handles.

The dependency on <format> header, is changed to <bits/formatfwd.h>.
To achieve that, formatting of pointers is extracted from void const*
specialization to internal __formatter_ptr<_CharT>, that can be forward
declared.

Finally, the handle representation is now printed directly to __fc.out(),
by the formatter for handle type. To support this, internal formatters
can now be constructed from _Spec object as alternative to invoking parse
method.

	PR libstdc++/119918

libstdc++-v3/ChangeLog:

	* include/bits/formatfwd.h (__format::_Align): Moved from std/format.
	(std::__throw_format_error, __format::__formatter_str)
	(__format::__formatter_ptr): Declare.
	* include/std/format (__format::_Align): Moved to bits/formatfwd.h.
	(__formatter_int::__formatter_int): Define.
	(__format::__formatter_ptr): Extracted from formatter for const void*.
	(std::formatter<const void*, _CharT>, formatter<void*, _CharT>)
	(std::formatter<nullptr_t, _CharT>): Delegate to __formatter_ptr<_CharT>.
	* include/std/thread (std::formatter<thread::id, _CharT>): Constrain
	_CharT template parameter.
	(formatter<thread::id, _CharT>::parse): Specify default aligment, and
	qualify __throw_format_error to disable ADL.
	(formatter<thread::id, _CharT>::format): Use formatters to write directly
	to output.
	* testsuite/30_threads/thread/id/output.cc: Tests for formatting thread::id
	representing not-a-thread with padding and formattable concept.

Use a requires-clause on the partial specialization of the
__pmf_expects_stop_token variable template, which is used for the
extension that allows constructing std::jthread with a

Also add a comment referring to the related Bugzilla PR.

In r15-3714-gd3a7302ec5985a I added -Wsystem-headers to the libstdc++ build
flags to help catch problems in the library. This patch takes a different
approach, of disabling the #pragma system_header unless _GLIBCXX_SYSHDR is
defined. As a result, the testsuites will treat them as non-system-headers
to get better warning coverage during regression testing of both gcc and
libstdc++, not just when building the library.

My rationale for the #ifdef instead of just removing the #pragma is the
three G++ tests that want to test libstdc++ system header behavior, so we
need a way to select it.

This doesn't affect installed libraries, as they get their
system-header status from the lookup path. But testsuite_flags
--build-includes gives -I directives rather than -isystem.

This patch doesn't change the headers in config/ because I'm not compiling
with most of them, so won't see any warnings that need fixing. Adjusting
them could happen later, or we can not bother.

libstdc++-v3/ChangeLog:

In r15-3714-gd3a7302ec5985a I added -Wsystem-headers to the libstdc++ build
flags to help catch problems in the library.

Adjusting
them could happen later, or we can not bother.

libstdc++: Implement std::formatter<std::thread::id> without <sstream> [PR115099]

The std::thread::id formatter uses std::basic_ostringstream without
including <sstream>, which went unnoticed because the test for it uses
a stringstream to check the output is correct.

The fix implemented here is to stop using basic_ostringstream for
formatting thread::id and just use std::format instead.

As a drive-by fix, the formatter specialization is constrained to
require that the thread::id::native_handle_type can be formatted, to
avoid making the formatter ill-formed if the pthread_t type is not a
pointer or integer. Since non-void pointers can't be formatted, ensure
that we convert pointers to const void* for formatting. Make a similar
change to the existing operator<< overload so that in the unlikely case
that pthread_t is a typedef for char* we don't treat it as a
null-terminated string when inserting into a stream.

libstdc++-v3/ChangeLog:

	PR libstdc++/115099
	* include/bits/std_thread.h: Declare formatter as friend of
	thread::id.
	* include/std/thread (operator<<): Convert non-void pointers to
	void pointers for output.
	(formatter): Add constraint that thread::native_handle_type is a
	pointer or integer.
	(formatter::format): Reimplement without basic_ostringstream.
	* testsuite/30_threads/thread/id/output.cc: Check output
	compiles before <sstream> has been included.

The formatter for std::thread::id should default to right-align, and the
formatter for std::stacktrace_entry should not just ignore the
fill-and-align and width from the format-spec!

libstdc++-v3/ChangeLog:

	PR libstdc++/112564
	* include/std/stacktrace (formatter::format): Format according
	to format-spec.
	* include/std/thread (formatter::format): Use _Align_right as
	default.
	* testsuite/19_diagnostics/stacktrace/output.cc: Check
	fill-and-align handling. Change compile test to run.
	* testsuite/30_threads/thread/id/output.cc: Check fill-and-align
	handling.

libstdc++: Use 202100L as feature test check for C++23

I noticed that our C++23 features were not being defined when using
Clang 16 with -std=c++2b, because it only defines __cplusplus=202101L
but <bits/version.h> uses 202302L since my r14-3252-g0c316669b092fb
change.

This changes <bits/version.h> to use 202100 instead of the final 202302
value so that we support Clang 16's -std=c++2b mode.

libstdc++-v3/ChangeLog:

	* include/bits/version.def (stds): Use >= 202100 for C++23
	condition.
	* include/bits/version.h: Regenerate.
	* include/std/thread: Use > C++20 instead of >= C++23 for
	__cplusplus condition.
