Switch std::valarray<T> memory allocation to use std::__new_allocator<T>
to allocate and deallocate memory. This adds support for extended
alignment types without needing to duplicate all the logic from
__new_allocator::allocate and __new_allocator::dellocate.

std::__new_allocator is used instead of std::allocator because we want
to ensure that the memory is still allocated with operator new, so we
don't want to use any possible program-defined specialization of
std::allocator<T> which the user might have provided.

To make using an allocator possible, __valarray_release_memory needs to
become a function template so that it knows the type T. It also needs an
additional parameter specifying the size of the allocation.

This change doesn't cause an ABI change for types with fundamental
alignment, because __new_allocator still uses the same operator delete
function (or the sized version, which is ABI compatible) to free the
memory. So if memory for a valarray is allocated in one translation unit
and deallocated in another, and those TUs are compiled with different
versions of GCC, we still get memory from the same operator new and
release it with the same operator delete (or the compatibled sized
version). For types with extended alignment this does potentially cause
an ABI change on targets where the aligned version of operator delete
doesn't just call free(p), but support for extended alignment types was
previously just broken and had undefined behaviour.

libstdc++-v3/ChangeLog:

	PR libstdc++/108951
	* include/bits/valarray_array.h( __valarray_get_storage): Use
	std::__new_allocator.
	(__valarray_release_memory): Likewise.
	* include/std/valarray: Pass _M_size to
	__valarray_release_memory.
	* testsuite/26_numerics/valarray/108951.cc: New test.

I've tried to build stage3 with
-Wleading-whitespace=blanks -Wtrailing-whitespace=blank -Wno-error=leading-whitespace=blanks -Wno-error=trailing-whitespace=blank
added to STRICT_WARN and that expectably resulted in about
2744 unique trailing whitespace warnings and 124837 leading whitespace
warnings when excluding *.md files (which obviously is in big part a
generator issue). Others from that are generator related, I think those
need to be solved later.

The following patch just fixes up the easy case (trailing whitespace),
which could be easily automated:
for i in `find . -name \*.h -o -name \*.cc -o -name \*.c | xargs grep -l '[ ]$' | grep -v testsuite/`; do sed -i -e 's/[ ]*$//' $i; done
I've excluded files which I knew are obviously generated or go FE.

Is there anything else we'd want to avoid the changes?

Due to patch size, I've split it between gcc/ part
and rest (include/, libiberty/, libgcc/, libcpp/, libstdc++-v3/;
this part).

Due to patch size, I've split it between gcc/ part
and rest (include/, libiberty/, libgcc/, libcpp/, libstdc++-v3/;
this part).

In r15-3714-gd3a7302ec5985a I added -Wsystem-headers to the libstdc++ build
flags to help catch problems in the library. This patch takes a different
approach, of disabling the #pragma system_header unless _GLIBCXX_SYSHDR is
defined. As a result, the testsuites will treat them as non-system-headers
to get better warning coverage during regression testing of both gcc and
libstdc++, not just when building the library.

My rationale for the #ifdef instead of just removing the #pragma is the
three G++ tests that want to test libstdc++ system header behavior, so we
need a way to select it.

This doesn't affect installed libraries, as they get their
system-header status from the lookup path. But testsuite_flags
--build-includes gives -I directives rather than -isystem.

This patch doesn't change the headers in config/ because I'm not compiling
with most of them, so won't see any warnings that need fixing. Adjusting
them could happen later, or we can not bother.

In r15-3714-gd3a7302ec5985a I added -Wsystem-headers to the libstdc++ build
flags to help catch problems in the library.

Dispatching to partial specializations doesn't really seem to offer much
benefit here. The __is_trivial(T) condition is a compile-time constant
so the untaken branches are dead code and don't cost us anything.

libstdc++-v3/ChangeLog:

	* include/bits/valarray_array.h (_Array_default_ctor): Remove.
	(__valarray_default_construct): Inline it into here.
	(_Array_init_ctor): Remove.
	(__valarray_fill_construct): Inline it into here.
	(_Array_copy_ctor): Remove.
	(__valarray_copy_construct(const T*, const T*, T*)): Inline it
	into here.
	(__valarray_copy_construct(const T*, size_t, size_t, T*)):
	Use _GLIBCXX17_CONSTEXPR for constant condition.

libstdc++: Don't use std::__is_scalar in std::valarray initialization [PR115497]

This removes the use of the std::__is_scalar trait from <valarray>,
where it can be replaced by __is_trivial. It's used to decide whether we
can use memset to value-initialize valarray elements, but memset is
suitable for any trivial types, because value-initializing them is
equivalent to filling them with zeros.

This is another step towards removing the class templates in
<bits/cpp_type_traits.h> that conflict with Clang built-in names.

libstdc++-v3/ChangeLog:

	PR libstdc++/115497
	* include/bits/valarray_array.h (__valarray_default_construct):
	Use __is_trivial(_Tp). instead of __is_scalar<_Tp>.
