<title>libcpp: replace SSE4.2 helper with an SSSE3 one</title>

Since the characters we are searching for (CR, LF, '\', '?') all have
distinct ASCII codes mod 16, PSHUFB can help match them all at once.

Directly use the new helper if __SSSE3__ is defined. It makes the other
helpers unused, so mark them inline to prevent warnings.

Rewrite and simplify init_vectorized_lexer.

When top-level configure has either --enable-checking=valgrind or
--enable-valgrind-annotations, we want to activate a couple of workarounds
in libcpp. They do not use anything from the Valgrind API, so just
delete all detection.

<title>configure: Implement --enable-host-pie</title>

[ This is my third attempt to add this configure option.  The first
version was approved but it came too late in the development cycle.
The second version was also approved, but I had to revert it:

I've fixed the problem (by moving $(PICFLAG) from INTERNAL_CFLAGS to
ALL_COMPILERFLAGS).  Another change is that since r13-4536 I no longer
need to touch Makefile.def, so this patch is simplified. ]

This patch implements the --enable-host-pie configure option which
makes the compiler executables PIE.  This can be used to enhance
protection against ROP attacks, and can be viewed as part of a wider
trend to harden binaries.

It is similar to the option --enable-host-shared, except that --e-h-s
won't add -shared to the linker flags whereas --e-h-p will add -pie.
It is different from --enable-default-pie because that option just
adds an implicit -fPIE/-pie when the compiler is invoked, but the
compiler itself isn't PIE.

Since r12-5768-gfe7c3ecf, PCH works well with PIE, so there are no PCH
regressions.

When building the compiler, the build process may use various in-tree
libraries; these need to be built with -fPIE so that it's possible to
use them when building a PIE.  For instance, when --with-included-gettext
is in effect, intl object files must be compiled with -fPIE.  Similarly,
when building in-tree gmp, isl, mpfr and mpc, they must be compiled with
-fPIE.

With this patch and --enable-host-pie used to configure gcc:

It is similar to the option --enable-host-shared, except that --e-h-s
won't add -shared to the linker flags whereas --e-h-p will add -pie.
It is different from --enable-default-pie because that option just
adds an implicit -fPIE/-pie when the compiler is invoked, but the
compiler itself isn't PIE.

Since r12-5768-gfe7c3ecf, PCH works well with PIE, so there are no PCH
regressions.

When building the compiler, the build process may use various in-tree
libraries; these need to be built with -fPIE so that it's possible to
use them when building a PIE.  For instance, when --with-included-gettext
is in effect, intl object files must be compiled with -fPIE.  Similarly,
when building in-tree gmp, isl, mpfr and mpc, they must be compiled with
-fPIE.

I plan to add an option to link with -Wl,-z,now.

On AIX, stat will store inodes in 32bit even when using LARGE_FILES.
If the inode is larger, it will return -1 in st_ino.
Thus, in incpath.c when comparing include directories, if several
of them have 64bit inodes, they will be considered as duplicated.

This commit allows users to specify a path to their "etags"
executable for use when doing "make tags".
I based this patch off of this one from upstream automake:

This means that I just supplied variables that the user can override
for the tags programs, rather than having the configure scripts
actually check for them. I handle etags and ctags separately because
the intl subdirectory has separate targets for them. This commit
only affects the subdirectories that use handwritten Makefiles; the
ones that use automake will have to wait until we update the version
of automake used to be 1.16.4 or newer before they'll be fixed.

Addresses #103021

AIX supports "FAT" libraries containing 32 bit and 64 bit objects
(similar to Darwin), but commands for manipulating libraries do not
default to accept both 32 bit and 64 bit object files.  While updating
the AIX configuration to support building and running GCC as a 64 bit
application, I have encountered some build libraries that hard code
AR=ar instead of testing the environment.

This patch adds AR_CHECK_TOOL(AR, ar) to configure.ac for the two
libraries and updates Makefile.in to accept the substitution.
