restore documentation on the build config language

Kconfig-language.txt was deleted in commit 4fa499a17b52b back in 2006.
Move to docs/ as suggested by Xabier Oneca:

Also update references to it everywhere.

runlevel/wall: depend on utmp feature

These utils use funcs from utmp.h (like setutent), but utmp.h is only
included when FEATURE_UTMP is enabled.  Otherwise we get build failures
due to missing defines/prototypes.  So depend on this option.
